On Thursday the police presence in South Beach had been ramped up as last weekend saw many fights, drugs, public intoxication, litter, and complaints from residents who fear for their own safety and quality of life once the crowds descend. The increased police presence is part of a new plan to try to keep control over the area which has been mobbed by students and young people for the annual Spring Break celebration. Miami Beach Police Chief Daniel Oates and City Manager Jimmy Morales could be seen surveying the crowd from the top of a pink lifeguard stand just before sundown on Thursday near 10th Street in South Beach.
